Last nite I was at Mutiara Damansara Tesco. They have now allocated the 1st 2 rows of parking to either handicapped people or parents with babies. It was blocked by shopping trolleys but as I drove in, I indicated to the guard that I have a baby in the backseat and he indicated for me to park right at the entrance. How wonderful!

Alas, I am also guilty of using the Handicap toilet, only because there was no baby changing room in sight and I desperately need to change my baby's diapers, with the help of my husband. We cannot enter either the gents or ladies so this is the best alternative.

Peter:
Tesco have accessible parking spaces for disabled drivers and also for families. However, the lack of enforcement has allowed these spaces to be abused by people who are not entitled to park there. I have been to several Tesco stores and have found that the accessible parking spaces are usually occupied by vehicles of irresponsible drivers who seek the convenience of the spot near to the entrance. As for baby changing rooms, 1 Utama took advantage of the spacious accessible toilets and doubled it up as baby changing rooms. I understand it can be difficult to find a toilet that is large enough to accomodate a pram.

The ramps are steep. The parking space is too narrow for wheel chair access. I can understand your frustration. I hope they will make some improvements soon.

Peter:
These type of non-compliant facilities are not an exception but the norm in Malaysia. I wonder why people build such facilities without adhering to the code of practice.

Looking at picture #5 (the one captioned "Parking space not suitable for disabled people at Simpang Pulai lay by southbound."), I would say providing handicapped parking is more than just painting the handicapped sign on the space. There should be (and probably is) a set of guidelines on how wide the space should be in order for the car doors to open to their fullest width.

Peter:
Indeed there is a code of practice for such facilities, namely MS 1184 and MS 1331. The width of a car parking space should be 3.6m, wide enough for the car door to be fully opened and a wheelchair placed beside it. In photo #5, there is no way for a wheelchair to be placed beside the vehicle after parking in the space.
